Laura Ware has been committed to decreasing the experience of homelessness and poverty, developing and implementing responsive solutions throughout her career. This has included delivering direct services, advocacy, policy work, program design and management, and technical assistance. The guiding principle of Laura’s work has been to listen to the voices and experience of individuals who receive and provide services, incorporating these perspectives into new programs. This has involved collaboration with local, regional, and state agencies, leading to better system integration.
Laura was a co-founder of HomeRise (formerly known as Community Housing Partnership) in San Francisco. This foundational experience for the rest of her work required the integration of responsive supportive, case management, clinical and vocational services, and direct employment opportunities — in collaboration with effective property management philosophies, to achieve the goals of personal, economic, and housing stability for previously unhoused individuals and families.
Laura has provided direct technical assistance in 19 states and DC in the areas of supportive housing, supported employment and workforce development as a Technical Assistant prior to coming to CCLP. At CCLP, Laura is involved with policy initiatives related to workforce development, sustained employment at living wages, and training opportunities that support these initiatives for all people living in Colorado.
Laura recently became the coordinator for the Skills2Compete Coalition (the Colorado chapter of the National Skills Coalition) based at CCLP. Laura has facilitated the Support Services Committee of Skills2Compete for the past six years and served as lead for two bills that increased funding at the state level for employment and training needs of low-income Coloradans. The Support Services Committee and Skills2Compete Coalition have been directly involved in collaboration with the Colorado Department of Labor and Employment (CDLE) and its Office of the Future of Work (OFOW) to increase awareness of and involvement in the issues related to Digital Access and Literacy, and the development of Colorado’s digital access plan.
